Is valid passport required to apply for Naturalisation?

Hi everyone,
This question is for my wife's relative.
My wife's relative went to the local Registry office to apply for Naturalisation. She presented her expired passport and BRP card which contains the ILR. But they refused to accept those cancelled her appointment which cost £80 and instead asked for other letters to prove her residency in the UK. They are asking for other letters to prove 5 year residency in the UK. She came here on a 2 year spouse visa (the old rules).
My wife's relative received her BRP card before the passport expired. So there was no gap. Doesn't this prove her continuous residence in the UK? Do you think she should challenge them for this decision?
Also is the expired passport number valid for the question 1.2 Current passport/travel document number ?
My guess is that the number is not valid for this question. I am not sure. Please confirm.
Not related to this question, it personally angers me how people forget to renew their live's most important documents.
