I couldn't see anywhere stating that friends can't be referees but I think it's best to ask people you have a professional relationship with, not personal. I know that's not always easy.
Is there anyone else?
As for bank officials: they probably mean people who have had to take professional exams. This is because they have a reputation at stake.

It does not matter if it is a friend. As long as the person is not related to you, an accepted professional, knows you for at least 3 yrs, is not acting as your agent or solicitor for your application, does not work for home office and not an ex convict within the past 10yrs. A financial analyst can serve as a professional referee
