Help with British Citizenship Application - Life in the UK Test

Hi, I am about to apply for the British Citizenship and require help with regards to the Life in the UK Test question in Section 1.

I applied for ILR in 2015 and as part of the application process my Life in the UK pass test letter was retained by the case worker. I have been advised to enclose a cover letter with the citizenship application but I want to ask who should I address the letter to: is it Home Office or something else? Also I would highly appreciate if someone can advise if their citizenship application was successful when using such letter.

I did the fast track ILR in person in Croyden and they retained my original life in UK test also as well as other documents (no idea why and didn't think to question it at the time as so happy was all over). I had the lawyer who handled my application write a letter stating as much and enclosing a certified copy. Mind you I am still waiting for a decision, maybe that's why?
