Have 1 fixed penalty fine & 1 speeding fine in 1 year

Dear All,
I had received Fixed Penalty fine £75 for littering in Harrow in April 2017 which I paid on 03 Nov couple of day before the deadline.
I received speeding fine of £100 and 3 points on my provisional licence for speeding on motorbike.
I am on ILR since 2013. I am planning to apply for naturalisation by end of 2017.
Could you please advise if my fines will be an issue? Also I have read on various places that one cannot have more than 1 fixed penalty fine in last 12 months from the date of application or else possible refusal.
If thats the case then I will need to wait until April 2018 next year to make this application.
I am in dilemma. Gurus please advise your expertise opinions?

FPN normally don't lead to refusal unless you've had too many. I think you are fine to apply

Thank you for your input. But why on gov.uk website & various other places they say if you have more than 1 FPN you should wait until you have only 1 in the last 1 year from date of application.
On gov website they say they will consider your FPN if you have more than 1 & might lead to refusal?
Is this correct. Can any one who has gone through this please give me your experience?

Kindly read the dates in the links you post and look up. The post/query in the link is from 2013, a long time before the Good Character Requirement came into effect.
You need to provide the .gov.uk weblink where it states you have to wait.

Please see the below quote from gov.uk. Please see point b. I dont have numerous. 1 FPN for littering in March 2017 & 1 FPN for speeding in Sept 2017.
Reason I am concerned since most of other discussion boards and WHATDOTHEYKNOW board had advised to wait until you have no FPN or max 1 in last 1 year from date of application.
I have to be sure before applying. Naturalisation is expensive as it is. Dont want to waste money because of silly mistake.

3.2 Fixed Penalty Notices, Penalty Charge Notices & Penalty Notices for
Disorder
Fixed Penalty Notices, Penalty Charge Notices and Penalty Notices for Disorder are
imposed by the Police or other authorised enforcement officers for traffic rule violations,
environmental and civil violations. It is a way of the criminal justice system disposing of
fairly minor offences without the need for a person to attend court. Receiving one does not
form part of a person’s criminal record as there is no admission of guilt.
The decision maker will not consider these unless the person has:
a. failed to pay and there were criminal proceedings as a result; or
b. received numerous fixed penalty notices which would suggest a pattern of
behaviour that calls into question their character.
Where a fixed penalty notice or fiscal fine has been referred to a court due to nonpayment
or the notice has been unsuccessfully challenged by the person in court, the
decision maker will consider this as a conviction and assessed in line with the new
sentence imposed.
Where b. applies, the decision maker will consider the factors listed at section 3.8 –
Considering Cumulative, Non-Custodial Sentences.

So as per the below quote I will need to wait until April next year 2018 as I had first FPN in March 2017?
Q4 - What about a Fixed Penalty Notice [FPN], a Procurator Fiscal Fine and an ASBO?
Q5 - FPN
A FPN (often given for minor motoring offences such as speeding) is not a conviction and will not be grounds for refusal unless the applicant has received numerous FPNs in the last 12 months. Therefore, you should wait until you have no more one FPN in the last 12 months before applying.

Can someone please reply. I have another Penalty Charge notice came under my door for Taking wrong turn. But I have challenged this with council since there was no sign for no turn at the time this happened. I am waiting for their decision.
Could someone please advise me on my case. I have 1 FPN for littering (Fine paid within dead line) in March 2017 & another for Speeding in Sept 2017. Fine paid & collected points on time.
3rd PCN is in challenge with council. Awaiting decision.

Why did you challenge it? If you just accept it would have been FPN. Now it may go to the court and if you court gives you conviction then again you cannot apply for citizenship for 3 years.

FPN don't lead to refusals as long as its not court convicted. But for Citizenship you' ll have to declare and if you have had too many application might get rejected.

I have already paid both previous FPN in time. Recent one if not FPN but PCN. On the letter council stated that I can explain why they should cancel the charge. But this is not going to court. This will be handled by council only.
If they agree they will cancel or they will inform me to pay the PCN within 28 days.

The only point I am concerned is about HO comment on their website that if one has more than one FPN in last 1 year, in my case I have 2 then caseworker might refuse the application. So it is advisable to only apply when you have less than 2 FPN in the last 1 year.
According to this to be on safe side shall I wait until April next year to apply. As my first FPN was received in March 2017? So I will only have 1 by then.
Do I have to still disclose this FPN even if was more than 1 year ago?
2 parking notice in 1 years

just apply naturelizatipn this month.
My concern I don't mention 2 parking notice in Aug 17 and sep 17. Both paid by next day.
Do you think I've to disclose now.
I've 8 years clean licence.
Didn't mention coz there is not specific for pcn park charge notice in naturelizatipn form.
Can moderator advice please
