Passport for baby

Hi.

I was hoping someone can help me with the following:
I moved to the UK on the 16th of June 2014. I have a Dutch nationality.
I leaved continue in the UK until now and I'm staying here in the uk
I had a baby 3 months ago here and now I need to arrange a passport for her.
As she was born in the UK does anybody know if I can arrange for her a British passport. The Father is not in the picture and not on the birth certificate so it is only me.
My question is if i am able to get her a British passport or not

Baby is British, if a parent is British or settled when baby was born.

Unfortunately, you haven't acquired PR yet. What's the father's status?

I have asked the father and he doesn't mind signing the application Form but the counter signatory is the tricky one as nobody can know from his friends or family that he is the father so I don't have anybody to sign this

If the father is British or settled, then the baby is British.

However, they may require DNA test from father and baby.

Counter signatory may be someone who knows you?
