What is next after receiving ILR?

I have received my ILR and want to know what do I have to do next? I’ve held my ILR for 2 years now and I would like to move forward and apply for citizenship if possible? I am just confused with the costs of passport and why it is so expensive, unless I am looking at the wrong things?
Hoping I can get more clarity on this?

Currently the application fee for British citizenship is £1,202, likely to increase on the 6th April 2018.

From the 27th March 2017 the postal fee for a British passport will be £85, increased from the current fee of £72.50. The online application fee will be increased to £75.50.

So even after paying near enough £2000 for the IRL, there is another fee of £1200 for the next step?
What forms on the gov website do I need to complete?
