JCAP applications and countersigning photos

Hi,
I am about to apply for naturalisation using the online version of Form AN so that I can take advantage of the Nationality Document Return Service (NDRS) and the Joint Citizenship and Passport (JCAP) service offered by the council.
Til this point I had focused most of my energies on the naturalisation application (it ain't cheap!) and have already asked my council for an appointment ...but I am now perusing the passport application form from the Post Office and noticed that it asks for photo to be countersigned, etc.
However, I saw on this council's website that this is not a requirement for JCAP applications. Is this true or not?
Please advise.

P.S. - I know I could rock up to the appointment with a blank form. But I would rather not rely on myself to input everything correctly at the eleventh hour or on the council employee to check additional details.
