Help needed regarding : MN1 Section 1(3) Child born in UK and currently in India

Dear Forum members/ Experts,
Before I post this I have gone through FAQ's provided under

and some other posts related to MN1 form.
However I could not find answers I am looking for so creating this thread.
My current situation:
My baby boy born on 8th March 2017, at that time my immigration status wasTier 2 General
I have registered my son's birth with local council and obtained UK birth certificate.
My son traveled to India using his Indian passport on 10th Oct 2017. ( He does not have any visa to return to UK )
Me and my wife are currently in UK.
I got my ILR on 8th Feb 2018.
Based on this information I have learned that I can apply for registration of my son as BC under Section 1(3) ( using MN1 form)
I am planning to apply for MN1 form UK ( Can I do this as my son is in india? ).
My main two questions are ( Found multiple answers so creating a new thread )
1) Since I have UK full birth certificate of my son do I still need to submit my sons original passport?
2) Can I enroll my sons bio metric details ( Getting a photo as fingerprints are not need due to child age is less than 6 years ) in India using VFS? ( Some thing similar is mentioned in MN1 form guide under section 6 )
