Naturalisation

I need some advice. I came to UK in 2002 when I was 3 yrs old ( a minor) I got my first 3yr in 2010 and another 2013. I got ILR in April 2017 . Can I apply this yr for British Citizenship?

Likely only in 2020, 10 years from the date you got legal status if you held no visa between 2002 and 2010.

What was your status between 2002 and 2010? Were you illegal?
If you had a legal immigration status during this period then, since you have held ILR for more than twelve months and have resided in the UK for more than five years, you CAN apply for naturalisation under
Section 6(1). However, you need to have met the
good character requirements for the last ten years.
You can go to the official website and
apply online or use the
paper form. I would recommend the online form. Either way, I stongly suggest that you refer to
Guide AN and Booklet AN for advice on how to fill out your application.
Note that if you have a parent who is already British, you may be entitled to
register as British instead of taking the naturalisation path. This is usually easier (and I think cheaper).

OP likely over 18 if they were 3 in 2002 when he came to the UK.

True ...but OP could
have a British father. In that hypothetical case, couldn't a 19 year old apply using UKF?
