Having checked online with the NCS for Gloucestershire County Council, they have advised they no longer offer the service for passport checking. So does this mean I cannot apply for BC and passport through NCS ?

You cannot apply for your passport at the same time with NCS. However councils are offering Nationality document return service.
You must first apply for BC online and then take your documents and a filled passport form for submission to the council (a prior appointment from council required)

Gloucestershire County Council DOES allow you to apply for naturalisation and your first British passport simultaneously via the National Document Return Service. You will be able to keep your passport and original documents during the course of the application.

The link on the council website explaining details and costs is here.

Correct, most (all?) councils don't offer passport with NCS anymore, but you can do it when applying online and using NDRS.

Our council let us use the referee pages from the paper application (because we had already had them signed when they changed the system and made passport applications with NCS impossible).
