Good character need advice

Need your advice and opinion
Got residence card in 2008 as family member of eea national
Got permanent resistance card in 2013 as family member of eea national
Not applied for BC in 2014 just lazy
Got 6 points and 150 fine from court due to speeding
Since it was non custodial sentence which mean needs to wait 3 years
So the 3 year ends in Feb 2018
Had FPN in 2013 from police for £60 due to wrong spacing in number plate which was paid straight away
I applied BC recently in June 2018
What do you think guys can they still refuse under good character
In guideline it says caseworker can still refuse application even after 3 years
Anyone got BC in similar situation?
