UNDISCLOSED FPN for ILR but not for BC

Hello,
I don't know if this is the right place to post this question or in the ILR section. So I see in the ILR section, that FPN without points for minor traffic offences and parking offences should not be disclosed as they are not convictions. And everyone agrees. I was just looking at requirements for AN and it said they must be disclosed here. Is it not a crime or wrong ( or whatever the right word is) for you to answer no to those questions for ILR then answer yes to them for citizenship. That is contradictory to say the least ,no? Has anyone had experience with this?

Different rules and laws and requirements between ILR and British citizenship, totally independent and separate of each other.

Citizenship less 'flexible' than ILR rules and citizenship has the added Good Character Requirement.

Are you saying that you have to disclose it and the fact that you did not disclose this for ILR is not an issue? Thanks
