Proof not registered as UK citizen

In my application for Italian citizenship by descendance, I have been asked to prove that my mother (who is an Italian citizen) has NOT been registered as a UK citizen.
Does anybody have any idea how I go about this ?
Any help provided could help improve the situation of two very vulnerable people as well as myself. Thanks.
