Referees for Registration of Child as British Citizen

Hi,
The home office stipulates that one of the referees for a child registering as british citizen should be one that has professional relationship with the child for minimum 3 years.
My question is; how strict is this requirement.
Most schools teachers will not put down thier personal details for this.
Can a regular referee (professional referee) be used?
