Local council hasn't been notified yet!

Dear all
My approval letter was dated 9th of October. I am trying to arrange my private citizenship ceremony but when I called my local county council they said they cannot see anything on their system. As some of the members even received their invitation letter before the approval letter, I don't understand why mine hasn't arrived at the council yet.
Need get my passport ASAP as I need to attend my cousin's wedding in Germany
Any ideas what to do ?
