UK citizenship referees

My US born wife is applying for UK citizenship via born before 1983 to a british mother.

We have one referee that fits the professional and Uk citizen criteria. Now the second potential referee is my brothers long term girlfiend. They are not married nor in a civil partnership. My wife’s lawyer, says that there is nothing in the guidelines to diqualify her as a referee as she is not a relative, but both her and the potential referee are still a bit concerned.

Should they be ?

They are fine to use.

You cannit use a referee that is related to through blood or marriage.
