Passport for newborn with parents having permanent residence status

Hello. We’d like our newborn to visit his mother’s family in Europe as soon as possible.

I picked up a paper passport application and it seems like we need to fill it out and include his mother’s passport and document confirming permanent residence as evidence of his claim to British nationality.

Is the above correct?

I’ve read through the guidance titled “Treaty rights passport applications” [1] and I’m not 100% sure if we still need to include other evidence.

Also, can we use the one week fast track service? The guidance suggests we can’t, but again, I’m not sure if that document applies because she is a permanent resident.

I called the Passport Office and they said I still needed to supply evidence such as P60s and a letter from an employer showing that my wife exercised treaty rights for 5 years even though my wife has a Document Certifying Permanent Residence.

Is this definitely the case?

They said I could apply using the fast track service but there was no guarantee it would be returned within a week.
