MN1 Application Questions

Hi there,
I have a 1 year old son, born in the UK, me and my wife are EU citizens, both got ILR this week. We are applying for British citizenship for my son.
The application checklist says: "If Mr [NAME] has a passport then provide this with your application. If Mr [NAME] does not have a passport then you must provide another officially-issued identity document. This could include an official travel document or national identity card."
My question is: if my son has not been registered with the EU member state (so he has no ID card, Passport or travel document) what can we use as ID document? The only officially-issued document he has got is the UK birth certificate.
