Children are REGISTERED and not naturalised, which only relevant to adults. Yes you can apply once you have your BRP as you have to provide proof of ILR.

Why not start an application online and then ask questions if you are unsure of anything rather than asking strangers to run through the whole form and questions for you.

See also the archived paper form and MN1 Guidance notes below.

I will soon get my , my wife and 1 elder daughter ILR BRP card .

my younger daughter is british born with valid TIER2 PBS delendent visa till 29-jan-2020.

according to below paragraph does my british born daughter qualify to register for british citizen , confused a bit :

https://assets.publishing.service.gov.u ... y_2017.pdf

1.3 Enter the date the child was given indefinite leave to enter/remain in the UK. If
the parent is an EEA or Swiss national or a family member of an EEA or Swiss
national you must make sure that they qualify for settled status

Yes and she does NOT require ILR either. You can leave 1.3 blank.

Which parent or legal guardian would you like to add details about?

is it enough to add only FATHER details or do i add mother as well ?

If she is 3 years and 2 months old, then it's temporally impossible for her to have lived at her current address for at least 5 years.

One parent with ILR should suffice. Mother may be easiest.

Birth Certificate will cover that if both parent's name are on it and are the same with the parents names in application. They ask for it separate as well I know, but this is what we have used for ours and they have not asked for anything else and has been approved.
