Passport denied for my son in the Philippines because I was late signing his birth certificate please help

Hi there is there anybody on here who can help or advise? I would be so great full
I will keep it Brief my son was born in the Philippines in 2008 we were not married at the time but are married now, I was also late signing his birth certificate with my deepest regret, but at the time I was in fear of my life but I do not wish to disclose any more than this at this stage, HMPO Liverpool have been informed of the reason why.
I new HMPO would decline his British passport on the grounds that we were not married at the time and that I did not sign his birth certificate within 1 year.
They have wrote to me and have said exactly this as for the reason for denying his passport and I quote:
(HM Passport office is not satisfied on the balance of probability that xxxxxx is entitled to hold a British Citizen under section 2(1) of the 81 act and his eligibility to hold a British passport.
I submitted an opening letter to HMPO that I wish to satisfy the secretary of state with means of proof via a DNA test of which they have refused I have also suggested to them via corresponding emails that I am happy to provide a DNA test at my own cost but they are refusing to allow this!
I can not just go ahead off my own back and produce a DNA as this will also be refused I need for them to request a DNA but they are refusing to ask for one this will be 100% proof that's hes my child I don't understand why they wont allow me to provide one
