Confirming identity for first passport application

Hey guys,
If i use a post office application when applying for my first passport, do i still need to have someone confirm my passport pictures?
I'm a bit confused on this one.

Yes, you still need a professional counter signatory for passport application who has known for at least 2 years.

I've seen the list of "examples" professions allowed.

The person I have in mind is a software developer who has a full time job. Is he okay or do i have to stick to only professions on the list?
