Some Q's before submitting online (CCJ check/Bailiff)

Hi,

Thanks to all who post here, i've spent the last few days reading this forum and the information i've gathered has been invaluable (as it has in the past with partner visas and ILR info)!!

I'm an Australian, living in the UK for the last 7.5 years, currently on ILR. I'm married to a British Citizen, and applying for citizenship online via form AN.

I'm in the process of doing my online application. And have come across a few things i'd love to get some advice/opinions on.
- In December 2014 I was caught driving without a valid MOT cert (unintentionally - hadn't realised it had expired). I received a "Conditional Offer of Fixed Penalty", no points, and a £100 fine. I've included this on my application, and still have the paperwork.
- In late 2013 I received a letter from a bailiff. In short, I had received a PCN for a parking infringement. Around the same time I was moving address, and the council sent the PCN to my old address (so i was completely unaware of it). This resulted in the PCN becoming overdue, and eventually had a bailiff track me down at my new address. I appealed the fine, filing a TE7 form (Application to file a statement out of time/extension of time) with the Traffic Enforcement Centre in Northampton, notifying them of the reason the fine wasn't paid... That it wasn't sent to the correct address, and as such I had no opportunity to pay or dispute the PCN. Unfortunately I received a response back from the TEC saying my application was "referred to the Court Officer for decision without a hearing", and that my "application has been refused". At this point I gave up and paid the bailiff company in full (£499.84).

I'm including the FPN for the expired MOT in my application. I'm wondering if I need to include the information about the bailiff debacle? And if so, under which of these sections:
- A criminal conviction
- A penalty for a driving offence, for example disqualification for speeding or no motor insurance
- An arrest or charge for which you are currently on, or awaiting trial
- A caution, warning, reprimand or other penalty
- A civil court judgment against you, for example for non payment of debt, bankruptcy proceedings or anti-social behaviour
- A civil penalty issued under UK immigration law

I'm not really clued up about these things - when bailiffs get involved, is that court ordered? Is it a civil court judgement? Or am i over-analysing this all? I've just done CCJ searches against my name and old address (that i had in 2013/14), which have come up negative.. So i'm wondering if i need to include this at all.

I'm also pretty sure i've had a few other PCN over the years for parking offences - all paid in full when they happened. I don't recall any from the last few years though. I did the DVLA license check, and I have no offences/points against my name/license. I've read varied reports on this forum as to whether or not to include PCNs, but the general consensus seems to be that they don't need to be included (only FPNs).. Is this correct? I have no idea how i'd even find them, don't seem to have kept any paperwork.

To follow up, i've read all posts on this forum in regards to Bailiffs.

According to this thread "Bailiff court order is different then CCJ county court judgement."

So - it's still a little unclear to me, but i'm leaning towards thinking that none of the bailiff stuff needs to be included as it apparently wasn't a CCJ.

Any info or thoughts on this matter would be much appreciated!

Any thoughts or knowledge you can share on the above please guys?

Also, I'm planning on using my housemate/friend as my second referee. We live at the same address - will this be an issue?
