regarding life in the UK test, if a person have B1 certificate or UK degree, does he still have to complete the life in UK test?

Life in UK Test is diff from Test of English...

You need both to apply for naturalisation....if you obtain your degree here in uk then you dont need to do the Test of English B1.

Yes. It is meeting the English requirement AND the LIUK. It is not an 'OR' or 'EITHER'.
