Naturalisation RARE case

Hi, this is a very unique case. Mr X was born in 1979 in Belize which at the time was a British commonwealth country. The army and royal air force were there at the time and Mr X's mother married a British RAF soldier. She obtained dual nationality and eventually in 1983, flew with her husband, Mr X and his sister from the military site in Belize to a military site in the UK organised by the RAF. The mum has dual nationality and the sister has indefinite leave to remain.
Fast forward all these years, Mr X has not obtained UK citizenship due to financial struggles and does not currently hold any visa. It was only in recent years that he went to the belizean embassy to obtain his belizean passport.
He has been told by a few people that he could qualify for naturalisation however I cannot find much information online that supports being able to do so without having ilr or a right to abode certificate.
He has been in the UK with his family since the age of 4, received a national insurance card on his 16th birthday.
He isn't sure how to start the process of obtaining citizenship.
