How are these offences are going to affect my naturalisation application?

I am 28 I entered the UK in June 2013. I have been working since then. I passed my driving test in the UK in 2014 and HGVs in 2016. I had no offences whatsoever since then, only a couple of parking tickets, which were all paid.
I am from Hungary.
I had a seat belt offence in 2010, which was a fixed penalty of about £30 in Hungarian currency. I was not driving the car than.
I also had a driving without license (I havent passed my test at all, only in the UK) in around 2011, where I received a fixed penalty and 3 months disqualification from passing my test.
A few week later I was prosecuted by the police, because I had a dispute with a person in public. At the court I was warned by the judge, but got no penalties or sentences.
Do I have to include these in my application? Are these still on the system, does HO have access to these informations?
If.yes, how is it going to affect my good character?
I did not submit my application yet.
I am applying for citizenship via naturalisation, with permanent residency.

I suggest to declare them but they should not affect your application. Checks will be done on your background and this may involve a check with the Hungarian authorities

What do I do if I lost all documents, and only know the rough dates?
