Online application Citizenship Reference Process

Hi
Anyone advise for a friend. What is current process for providing refernces when doing online Citizenship application.
My friend uploaded information online but no idea what will happen next. He did not paid the application fee yet.
If someone guide plaese.

Pay the fee and follow up on further mandatory actions.
1. Download & print referee declaration form.
Applicant must paste picture on form and have form filled out by referee.
2. Book appointment with UKVCAS.
