Referee Declarations

Hi All,
I'm sure this question has been asked somewhere here before, but I can't seem to find a clear answer, so apologies in advance if I've missed it somewhere.
I'm applying for naturalisation after obtaining ILR, and on the basis of being married to a UK citizen, and having been in the country for at least 3 years. This is an online application, through UKVCAS.
My question:
1) Do BOTH referees need to sign TWO declarations, i.e. they countersign for each other? That seems strange (but is what the the gov.uk application website said) "You must download a copy of the referee declaration form. You must have both copies signed by both of your referees and include them when you provide your documents."
