Applying for BC 2 years on JSA within last 5 years with no privat insurance.

This relates to my mother.
She has been in the UK for last 16 years and has been resident in NI for all that time.
Initially she was employed for the first 9 years.
Then she was on Job Seekers Allowance for 2 years, during that time after some period she was reassigned to another bureau which helped her with job hunting resulting in her getting a job.
She has had continuous employment at that job for the last 3 years.
From what I gather, in order to be eligible you need to have been "exercising your treaty rights" and been in UK for 5 years, which I believe being employed covers it. If a student you need a private insurance or reciprocal EU insurance card from home country. I do not know what is the situation if someone has been on for extended period of time (more than 6 months) on JSA and how does it complicate the situation.
It seems she would have been fine applying anytime after the first 5 years for 4 year straight, then the situation gets complicated due to her previous unemployed history.
Is there a reason to believe she can apply for naturalisation now, or would she need to wait two more years of continuous employment?
