No ID for UK born kid

Hi,
I have recently got ILR and now applying for registration as British Citizen for my daughter born in the UK. She is only 3 months old and doesn't has any ID other than birth certificate. As I am Pakistani national so her nationality by birth is Pakistani too. Should I apply her Pakistan ID first or only birth certificate is acceptable?

I have read this statement on page 7 of this official document (see link below).

"To guard against the possibility of fraud, we would expect to see the evidence of
identity over and above that required to establish an entitlement to registration. You
must not accept a birth certificate as evidence of identity. A birth certificate is
evidence of an event not the individual’s identity."

This is bit confusing.

Pleae see this from the list of required documents when submitting the application.

"If Miss ............ has a passport then provide this with your application. If Miss ......... does not have a passport then you must provide another officially-issued identity document. This could include an official travel document or national identity card."

Again confusing. Is there anyone faced the same issue?

This is what the MN1 Guidance says, so not sure which is right ....

"All applications for registration of a child as a British citizen
Evidence of identity
Either:

Child’s passport or travel document
Child’s birth certificate, showing the parents’ names
Driving licence
Bank, building society or credit card statement issued to them in the last 6 months"

And parent has to provide evidence of settlement ILR.
