Passport - Person not eligible

Hi,
I got a notification saying, "Person not eligible" to confirm my identity. My friend has known me for a couple of years and was also my referee for my naturalisation application. He is a director of a limited company. He filled in the form in front of me, and all the details he put were correct. The only thing I can think of is he put his profession as a director instead of director of a limited company. So, I am not sure why he was not eligible.
I have asked someone else to confirm it, but he is also a limited company director and fill it in.
Now I am just worried; what if he is not eligible too? what should I do next? I do not know anyone else from recognised professions.

Hi, when did you receive notification? Was it immediately after your friend submitted details or after you have sent documents by post?

Is the company VAT registered?
Countersignatory or digital referee: recognised professions
director, manager or personnel officer of a VAT registered company

No, but he is the director of a limited company which is one of the recognised professions (chairman or director of a limited company).

My guess is that the company’s VAT registration is necessary.

Well, I don't know anyone else. I contacted my uni tutors and they said they know me professionally. So I was wondering if I should send a Signed Declaration for Passport Application - that I cannot find anyone to Confirm Identity

I am only in contact with a few but none of them meets the eligibility criteria.

My children are in the same situation. Can I ask, did you end up getting a different person to confirm your identity? Or they just approved the application a day after notifying you the person was ineligible? Thanks!
