Don't waste your money by calling 0845 number. Use this number 01516725626. Try after 10 am in the morning and after 2 Pm.

If she's under 18, then it's Subject to discretion (3(1)).

If she's 18 or over, then she may be eligible for naturalisation.

we recently got our ILR
That being the case, it is very unlikely that the discretion would be granted in favour of the born-outside-the-UK child, until one or both parents have their Naturalisation (or are applying for it). In other words, in practice in is necessary to wait until one year after getting the ILR.

But that raises another point .... it is cheaper if all the Child Registration applications are made at the same time. So a choice .... hold back the two section 1(3) applications for the born-in-the-UK children .... and make those applications at the same time as all the other applications ..... OR .... make the two section 1(3) applications now .... and then incur more cost making the one section 3(1) application in slightly less than one year's time.
