Naturalisation for spouse whose with six months on ILR

Hi,
I got my ILR in June 2008 through Work-Permit HSMP route after spending 5 years in the UK. My husband came to this country in Jan 2008, converted to spouse visa in Jun 2008 after I got ILR and have now got his ILR.
We want to both apply for naturalization at the same time. My question is can he apply for naturalization in Jun 2011 when he would have completed 3 years in the country (6 months as HSMP dependent, 2 years on Spouse visa and 6 months on ILR) or do we have to wait till next June when he would have spent 12 months without immigration restrictions?
The UKBA site states
"You must be free from immigration time restrictions when you apply for naturalisation. Unless you are married to or the civil partner of a British citizen, you should have been free from immigration time restrictions during the last 12 months of the residential qualifying period."
Any help/views would be most appreciated.
