Why each council charging different rate for private Cermony

My council is asking £110 extra for a private ceremony although my friend with my another council paid £50 extra only. It doesnot look fair once we have paid £80 already.
What I can do about it i.e. if it is possible (after approval) to switch to another council ? Why there is not a fix rate for all councils for private ceremonies....afterall its all Local govt bodies...
