Please Advice - PCN and FPN

I would be grateful if someone can respond to this note as soon as possible for we (my family) are otherwise due for our appointment with the Nationality Checking Service next week for Citizenship application.
Unfortunately, I got two penalty charge notices in last 12 months, details of which are as follows:
1. PCN on 26 October 2010 for parking on double yellow lines. The background on this is that I never got the PCN affixed to my car windscreen and got a letter from the council after over a month asking to pay the full penalty amount. I have disputed this amount (but admitted the contravention) as I was never under the knowledge of a PCN being issued for me to avail the 14 days benefit period. The first time I learnt of this PCN was on 2 December 2010, when the Council sent me a letter. I have applied to Parking and Traffic Appeals Service (PATAS) to hear my case to reduce the penalty amount. This issue is therefore not resolved.
2. PCN issued on 25 November 2010 for taking a prohibited turn. I paid this penalty amount within time period.
There have been no penalty points issued for the above.
I was the driver of the vehicle for the second contravention. But for the first contravention my husband was the driver. All correspondences with the council and PATAS mention the fact that my husband was the driver for first contravention.
I have read some threads on this website and also referred to the Caseworkers guidance. Considering each case to be unique and evaluating on its merit, please advice:
1. Do the above 2 contraventions qualify as “fixed penalty noticeâ€
