Need help on MN1 form and process, what is NCS?

Hi this forum is giving good help, I have some quesitons and getting confused or trouble to understand the process to get birtish passport for my child born in UK.

1. Child born in UK and parents have ILR now (need to send MN1 form for registration? as child already registered with Registrar of Birth in UK?
2. If Q1 is yes, what is NCS service and where to find details for this?
3. Is getting passort for children born in UK for the parents bfore settled is two way process?

If the child was born in UK before either parent was granted ILR:
1. The child is entitled to be registered as British citizen under section 1(3). Apply using form MN1.
2. When you receive registration certificate (subsequent to MN1 application approval), apply for a British passport for the child.

If the child was born in UK after either parent was grnated ILR:
The child is British by birth. You may apply for a British passport for the child straightaway.
