BRP missing from documents returned by UKBA

hi all thanks in advance for any help you can give
my wife (ukrainian) just got here ukrainian passport back on friday it was sent off as we applied for british citizenships for her and we are suppose to be leaving tomorrow to go to ukraine but we only just now seen that they never sent her spouse id card which is her visa in and out of the uk for 2 years. do u think they made a mistake or they kept it for a reason like she is not suppose to leave the country ? because if we go tomorrow she will not be able to return untill she gets that card back which meants she could stay at her home in ukraine and i post it when it arrives back to me but how long do u think that would take ???
