Eu childen can apply British citizenship with out PR ?

Im sweden citizens and my childe also, my wif non eu cityzens..
I get my document certifying permanent residence. 03/2011
i have 2 chilldren sweden cityzens born in uk . can i apply for them British citizenship ? and the need first document certifying permanent residence before i can Registration of a them child under 18 as a British citizen MN1 form ?

my child naver ben out site at uk .. all them live in uk all time
im going to apply for my wife permanent residence 09/2011.
