When To Apply for Naturalization?

Hello guys I have got two questions:

1-If someone got his ILR on the 05/10/10, so on 05/09/11 will be one year, should the applicant lodge his application straight after the 05/09/11 or few months after?
can someone help me about those married to EEA member after 5 Years can they naturalize british?
2-and another question after a year permanent resident (EEA) can the person apllies for naturalization?

On 05/09/11 it will be 11 months, not one year!

Unless a spouse / civil partner of a British citizen, one may apply for naturalisation as and when one fulfils the standard requirements.

Spouses of EEA nationals can only apply for permanent residence (form EEA4) after 5 years.
