Naturalization after July 2011 and new rules

I need help guys, I came to UK under HSMP in 29 June 2006 and granted ILR 29 July 2010 after four years, can I apply for naturalization after July 2011? And there is any risk if government implements new rules of citizenship in July 2011.

There are no rules announced yet for citizenship, but with Government you never know they might announce some thing like they have been doing it this year

You may apply on / after 29-July-11 if you fulfil the
standard requirements.

No. There is no risk as the coalition government has already announced that it will
not pursue the earned citizenship policy.
