Clause 6.6 of Nationality Application

MY appointment with NCS is tomorrow. I am still not sure what to do with the following clause 6.6 in the application...Shall I delete or tick and then explain special circumstances?-
"I declare that, although I do not meet all of the statutory requirements for naturalisation, I believe that, in view of the following special circumstances, the Home Secretary should treat me as fulfilling those requirements or waive the need in my case to fulfil them."
Brief background.
I had a speeding conviction SP30 in court. I was fined along with points. I have already mentioned about this offence on the application and also explained by circumstances in a cover letter. Not sure if I also need to do anything with clause 6.6 as well to mention my speeding offence again? Thnx alot in advance..
