Minor Passport Delay

I am really concerned - we put in my daughters application on 11/11/11 and to date we have received no documents / her passport - the application was made by her father who is british as i am an overstayer with a rejected article 8 application.
Please advise on why there is such a long delay - we have called weekly and get the same feeble excuse that they do extra checks for child first applications ...do you think my status would affect the application? what checks are they making ? should i write a complaint - help please someone
