School head teacher and Community centre manager attested my 2 kids MN1 forms.

I am bit confused about passport forms as it says should be known to the parents for 2 years etc (or even kids)

Due to 2 year condition i think headteacher is not right person, and i am unable to find Community centre manager name on the list of referees.

I am bit struggling, who to find for reference

any suggestion please

and is it true that community centre manager cant sign on these? as I am unable to find the name / designation on the list
