can one apply for the passport after getting the letter of approval of citizenship from UKBA or it can only be done after the citizenship cermony?

After the ceremony. As you need to send your ceremony certificate with your application.

You are only eligible for a British passport when you are a citizen. This only happens when you have attended a Citizenship Ceremony where you are handed your Certificate of Naturalisation.
