Dependant ILR eligibility

Hi,
I'm going to apply for my ILR in Feb 2013 (Tier1 + HSMP route) as my current Tier1 visa expires on 6th March 2013,
I'm not sure about applying ILR or FLR for my wife.

My Wife got UK Tier1 dependant visa on 14th Feb 2011 and is valid till 6th March 2013, and she came to UK on 13th March 2011, and then she went to India on 2nd Jan 2012 and came back on 30 July 2012 (Total 209 days Absence)
Since she got her visa on 14th Feb 2011 and finishes her 2 years on 14th Feb 2013,
Does she qualify for applying her ILR along with me or does she need to apply
FLR first?

If she has to apply for FLR now when will she be eligible for applying ILR?

I’m not quite sure how this 2 year eligibility is calculated for dependants applying for ILR.

Can someone please help me with the above queries?

I did call UKBA customer services recently, they told to apply Tier 1 PBS Dependent visa (Instead of FLR(M)) after getting the ILR for main applicant.

Everytime I call UKBA, I get a different response.
