Please tell me can she apply FLR 28 days before expiry of PSW visa or she can apply within 28 days from my ILR date

Does fund requirement of £18,600 apply on FLR because my wife came to UK in june 2009,

Is there requirement of Life in Uk Test for FLR?

i received ilr last week, my wife on psw visa expire on jan2014,
when she can apply for flr(m) any time before expiry,
or with in 28days after my ilr,
if after 28 days my ilr then no more time for esol or ielts,
she has degree of mba not here from home country but recognised university.
she still require for esol and ielts,
she is in uk from june2009,
after flr visa she wait 5 yrs more for ilr,
plz clear these questions

she can apply for flr m visa any time doesnt need to wait till her visa expires I applied 6 months before my visa expires.

once she gets FLR M visa yes she will need to wait 5 years to get ILR since the rules changed in 2012.

I think she will need a pass certificate from acceptable places for English language.
