Strange situation with my ILR

SET(O) application HSMP Judicial review

Application Date: 31/10/2011
Acknowledgement: 04/11/2011
First refusal: 20/04/2012
First Tribunal appeal: 13/08/2012 (case sent back for re-consideration)
Second refusal: 21/12/2012
Upper tribunal appeal: 26/02/2013 (appeal allowed decision promulgated on 14/03/2013)
MP letter: 02/07/2013

After all this yesterday I received a letter with some BRB form to be returned for bio-metrics..I have still not received my passport. I am like a prisoner with no where to go..can anybody shed some light on what is the further procedure and how long it will take as the letter accompanying the form said the have re-considered there decision..why is it taking so long and what else can I do?
