Dependent visa for a parent under incapacity guardianship

I have ILR visa and my mentally ill mother 69 y.o. is legally recognized as being incapable and I'm her official guardian.
Which route should be used to get ILR for her?
Guardianship legally equals being parent, but it is doubtful that Form SET(F) (the adopted child aged under 18 of a parent or parents who are permanent resident of the UK and currently living here) can be used in my case.
Did anybody have this kind of experience?
