What would be best type of tier 2 visa as per new visa rules i.e someone applying for visa first time which can make eligible for ILR....?

Can you please explain in detail?
what are the chances of tier 2 ICT visa holders?
the rules states that in order to eligible for ILR one must lawfully have stayed in UK for period of 5 years. So as per ICT 1 year as short term + 3 years as long term + 2 years extension makes it 6 years. So why can't tier 2 ICT be eligible for ILR...????

there is no ILR after 5th April 2018.

5th April 2018 is for Tier 1 (G) -> ILR route Other routes may exist.
ICT to ILR is only possible if ICT was granted before 6th April 2010. Please see UKVI website for more details.

but what makes tier 2 ict not eligible for the ILR...........It too fulfils the criteria of 5 years of lawful stay in UK.
1yrs short term+3yrs long term+2yrs long term extension=6 years.
And how come tier 2 general becomes eligible for ILR with same years of stay as Tier 2 ICT........?????????

Thanks for your replies..........
After my tier 2 ict short term visa expires and I apply for my wife as tier 4 student visa for 1 year and I get the dependant visa based on her tier 4 student visa. will that 1 year be counted as my cooling off period being in UK as dependant visa.
Also can I apply for tier 2 general visa from same sponsor who sponsored me for tier 2 ict visa after completion of 1 year as dependent of tier 4 visa.???? IF yes do I have apply from inside UK or from home country.
