ILR From outside UK

This place is great.. we've got a few Oracles here..

Is it true that ILR application has to be made from within the UK. Can someone not apply for ILR while on a holiday etc from a home country.

It's true.

Unless you are a returning resident (who has lost his/her passport while on holiday, etc.), or a dependent adult, or a child;

and eligible for ILE.
