Premium Application ILR

My ILR is coming up in the next few months and I wanted some guidance on the date I should book my appointment with UKVI,

1st Entry Clearance received on 25th November 2010 on Tier 2 ICT ( Long Term Staff )

In-Country Switch To Tier 2 General Issued on 9th March 2012
Tier 2 General extended on 10th Feb 2015 until 13th March 2018
Tier 2 General Change of Enployer Processed on 1st April 2016 issued Until 14th April 2018

Will my time under Tier 2 ICT be considered for ILR ( popular opinion on the internet is that it won't be, as it was issued after April 2010 )

Can I apply for a Premium same day application 28 days before the 5 year anniversary of my Tier 2 General Grant date of the 9th March 2012 or the 28 day rule only applicable to postal applications ?
